March 1, 2023 (Lincoln, Neb.) – An inmate who went missing from the Community Corrections Center – Lincoln (CCC-L) is back in the custody of the Nebraska Department of Correctional Services (NDCS). Richard Reynolds #86969 was arrested today by the Council Bluffs Police Department on new charges. He was booked into the Pottawattamie County Jail in Council Bluffs, Iowa.

Reynolds disappeared on December 1, 2022, when he left his work location in Waverly. He started his sentence on December 28, 2017. He was sentenced to seven and a half years to 13 years on charges out of Adams and Lancaster counties that include use of a deadly weapon to commit a felony, third degree domestic assault, assaulting a peace officer, escape and theft by unlawful taking. Reynolds has a tentative release date of January 24, 2024.

CCC-L is one of two community custody facilities operated by NDCS. Community custody is the lowest custody level and the least restrictive facility. Inmates are allowed to participate in work opportunities, attend school and religious services with prior approval and without direct supervision.
