July 12, 2023 (Lincoln, Neb.) – Kak Thoan #84532, age 50, died July 11, 2023. He was found unresponsive in his cell at the Reception and Treatment Center (RTC). Staff members initiated CPR and contacted emergency medical services. He was transported to a Lincoln hospital where he was later pronounced deceased. The Nebraska State Patrol will conduct the investigation into his death.

Thoan’s sentence began on September 9, 2016. He was serving a 55 to 60 year sentence for manslaughter out of Douglas County.

As is the case whenever an inmate dies in the custody of the Nebraska Department of Correctional Services (NDCS), a grand jury will conduct an investigation.
